Governor has authority to call out Maryland National Guard if necessary.

Gov. Martin O'Malley Saturday issued a state of emergency for Maryland because of severe thunderstorms, high temperatures and the long period of time it's expected to take to fully recover from the double blow of weather disasters.
The declaration will give the state flexibility to activate the Maryland National Guard and provide assistance to local emergency managers, if necessary.
O'Malley said President Obama called him Saturday from Camp David, near Thurmont, to check in following Friday’s storms, a local CBS affiliate reported.
The declaration said that more than 840,000 homes were without electricity and it could take up to seven days to fully restore power. It said more than 74 cooling stations have been opened across Maryland.

UPDATED (4:01 p.m.)—Gov. Martin O'Malley said Saturday he plans to declare a state of emergency in Maryland because of severe storms that passed through Maryland Friday night and early Saturday morning.
O'Malley declined to offer specifics.
"The answer is 'yes,'" O'Malley said in response to questions from Patch. "The declaration, the paperwork, it's already been worked up."
The governor said he planned to release details later in the evening.
Governors in Ohio, Virginia and West Virginia have already made similar declarations in their respective states.
Meanwhile, BGE and PEPCO officials are telling customers to prepare for power restoration work to continue well into next week.
Rob Gould, a spokesman for BGE, said help was coming in from Tennessee, Philadelphia, Mississippi and Florida.
A PEPCO spokeswoman said additional crews were coming to assist its power restoration efforts from as far away as Texas.
Both said it could be at least seven days before restoration efforts were completed.
"What we are really finding here is damage of the magnitude of a hurricane," Gould said, adding that efforts could be hampered by storms expected to hit the area late Saturday afternoon and into the evening.
State emergency management officials compared the storms Friday night to Hurricane Irene, which struck the area last fall.
Part of the power issue stems from downed large transmission lines in western Maryland, state officials said.
State health officials are asking residents who are not suffering from physical injuries or illness to not go to hospital emergency rooms to get out of the heat. Instead, officials asked that they go to any of the 58 cooling centers located around the state.

We have a state of emergency alright, but it has nothing to do with the weather. This idiot's constant raising of taxes and spending like there is no tomorrow is holding our economy down. Just why does everyone on welfare and disability need a free cell phone paid by the state? I know someone who has three of them and they brag about it. In state college tuition to children of illegal aliens? Why should any of us support that when our co-workers who live across the state line in PA pay double? He came across as his usual arrogant self referring to Walker as an idealogue- as though he's not a leftist idealogue himself. I laughed when he was asked about the obamacare tax. @Mike P - your co-worker who lives across the state line in PA doesn't pay Maryland taxes, that's why he moved there. His income tax, school tax, and real estate taxes are paid to PA. Anything he buys in PA the taxes are also paid to PA. You bet his kids should pay out-of state rates.
The child of that "illegal immigrant" got here through no fault of their own. To qualify for in-state rates they have to prove they have been paying taxes to Maryland.

I'm right there with you and for all of those reasons and more! I don't even want to get started on the welfare system - it's a sham! Those who REALLY need it don't qualify and those who are capable of working (but too %!@# lazy to do so) get cash benefits AND food stamps and then drive around in Lexus's (true story - witnessed it first hand in Reisterstown just last week!)
As for the education - I'm all for state college tuition... for those legal citizens in the US who can't afford to go to college but WANT to.

No one's blaming anything on the "less fortunate." I am personally speaking of those who DO abuse the system. I am well aware that not everyone does so, and there are those who need that assistance. There are also those who need that assistance that don't get it and are given a million different reasons why they're "not eligible" and it's crap. Hey FIFA .... I never said I don't like welfare for the poor. I said I'm against welfare for those who are absolutely CAPABLE of working and take advantage of the system because they continue to procreate and use that as a reason to gain benefits that SHOULD Be going to those poor who DO need it. I happen to know someone who has been out of work for FIVE years, has lost her house, her car, has medical issues and NO insurance and despite her trying to get work is constantly being told she's "not qualified." Funny....she gets the same run around from the welfare system. A system that for FIFTY years she's paid into and now they're telling her she's not worthy of their help.
Pay attention FIFA. AND ... I am for large corporations because they offer JOBS! Seriously.... no argument there. I'm not aware of any rich people on welfare. Are you? And if so...please, name some. I'd love to know how they're managing that one.

Hal you have that completely backwards. Buried power lines require far less labor and equipment such as poles than above ground ones do and once the power lines are underground they are nearly maintenance free.

For starters, have more redundancy to the sole provider of water or such a large area. Secondly, add more pumping stations!!! One pumping station for 100k or so people is not enough. This is twice this year we've had a major outage. Kinda interesting to see how much BGE scrambles like the Three Stooges when a little thunderstorm comes through. I'd sure hate to see something very major come through here, like storms in the midwest. This was nothing, and they should have been better prepared. Not understaffed.

Not to mention the fact that legal immigrants are not even eligible for the so called DREAM Act. How would you feel if it was your own son or daughter that was told they could not attend a state college because their spot was filled by an illegal immigrant? If you really have no problem paying taxes that go towards the education of the youth of America then you should establish a scholarship fund and make your own pick of who is and is not eligible.
Just remember if they are illegal immigrants and you provide them aid or assistance of any kind technically you are an accessory to a federal crime. For the life of me I cannot see how the democrats running the state government are able to completely ignore a little thing called the United States Constitution fail to uphold and all the federal laws they violate with their ridiculously misguided liberal agenda.

The whole point is that there is no in state undergraduate displacement. That complaint came up, the legislators listened and responded by amending the law to ensure it. Not to mention that in order to qualify for this tuition rate in the first place the undocumented student would have to attend community college for two years first and obtain an Associates degree or 60 credits, so it isn't going to affect freshman acceptance rates whatsoever since these students will be essentially starting as juniors.
Legal immigrants would be residents of the state already and have access to in state tuition, they don't need this law.

Corbin, First of all I did not bring this issue into the thread and while I would agree it is not really appropriate content for this thread it is here now none the less. So I guess that means you realize the true point to the issue that not even a liberal word twister like yourself can avoid. ILLEGAL = Against The Law and thus is truly the end of the argument regarding providing state funded benefits for ILLEGAL immigrants.
Second, I never gave any misinformation or lied about the DREAM Act and you were good enough to prove it for me. I simply stated that LEGAL immigrants are not eligible for the so called Dream Act and as we ALL know it is solely for the benefit of ILLEGAL immigrants. You know what the word ILLEGAL means I assume and chose to avoid the issue considering that is the crux of the whole argument against the Dream Act. If the benefactors of the legislation are ILLEGAL then they should not be receiving anything from tax payers dollars besides a free trip home and I would even support giving them a spot at the front of the line for LEGAL immigration but only after they are back in their home country.

Ummm Corbin, I was asking LH a general question just to see where he or she draws the line on what is an acceptable use of his or her tax dollars going towards the education of youth in America. I did not say those specific examples are part of the Dream Act and as you already proved I was not wrong when I said that Legal immigrants are not even eligible for the Dream Act.
For the last time the issue is ILLEGAL vs. LEGAL immigration. I have several long time friends who went through the legal immigration process and they all have a serious disdain for how the democrats in the state and federal government are spending their hard earned tax dollars on illegal immigrants that did not go through all the years of time, frustration, and hard work to become actual American citizens as they did.
You also pointed out that one of the provisions in the Dream Act stipulates that before they can be eligible for in state tuition these ILLEGAL immigrants would have to attend community college for 2 years and get an associate degree. That would be another misuse of tax payer dollars and regardless of the provisions in the Dream Act they are still I-L-L-E-G-A-L!!!

I find it amazing that some of the people on this, and other, website(s) can't seem to spell or use decent grammar, yet rail on about how bad the governor is. They don't even know who caused specific problems and/or what the solutions might be.
To blame this crisis on Governor O'Malley simply shows a stupid or narrow-minded outlook on the government's role in dealing with problems.
As for responsibility for this crisis, let's remind each other that it is man-made climate change (and that is what happens) that causes much more extreme temperature variations and more severe storms. Why don't we also remember that much of the problems that have occurred, in areas served by Pepco, Vepco, BGE, and Dominion, are caused by decades of delayed maintenance. The various CEOs, would much rather that their own bottom line look good and the heck with their successors than do the annual tree trimming, or putting in capital funds for underground lines, and the blame belongs with them, not either with O'Malley or Ehrlichman. Sure, it would be much better if the state government actually oversaw utilities and required them to do appropriate maintenance, but those who so hate anything to do with the Democratic Party would simply have a different type of fit.

The executives at BG&E need to be held accountable for this. We need more than Rob Gould and his BS. Looks lile Mayo played us one last time.
Other people need to be accountable - Jim Johnson - where is the Baltimore County Police force? I was all over the county today and with all of these lights out, only 2 officers were seen - both in their vehicles with hazards on. Get out of your car!!
It is clear we were are own our own. I do believe conservatives and liberals agree - this is when we need our public servants. Weekend or not, this was your time to shine, and you did not. This will not help you when you look to upgrade/maintain your generous benefit package.
I am sure we will have three police officers at Rolling Road past CCBC Monday morning ready to pull over the unsuspecting speeder doing 42 in a 30 - but where were you today when we needed you?

Actually the wind shear from this storm was some of the worst I've seen in 40 years. Winds were sustained instead of coming in short blasts which does more damage. Fortunately most of the lightning was cloud to cloud - just saying from an Earth science perspective. By the way, BGE spends millions each year keeping trees trimmed away from power lines.

I have lived in various states and have experienced storms that were far worse than the one last night and we never lost power. We pay our bills to BGE to supply our electricity and in return we expect BGE to uphold to their end of the bargain. Do they maintain their equipment and have a set plan for emergencies? I doubt it. Has anyone even seen a BGE truck around? My heavens we lose power at times when the weather is beautiful!

Yes! Since moving to Maryland I lose electric for an hour or more about 5 times every summer, and have quick outages much more than that. The storm was fairly bad but not unexpected this time of year. BGE and the State should be better prepared. Investing in underground power lines would help, but of course in "Oh No Not a 1 Cent Tax" Maryland, no one would want to pay for that.

Some states have newer infrastructure and run lines underground - this isthencase in much ofnthe west and midwest. Most states inthe mid-Atlantic have the same problem as Maryland with above ground lines.

The issue is simply accountability. This was not the storm of the century. Governor O'Malley was elected to protect the citizens of Maryland. It is his job to hold BG&E accountable for their inactions - he campaigned on this issue. Him now giving BG&E a pass because it works for him and hurts the state of Maryland is not acceptable. Allowing a police force to be invisible during this period is not acceptable. This is the point - we don't want a tragedy because those who we elected for this job and those who have been hired for issues like this (this is their job) did not do their job.

Tim, I have the utmost respect and appreciation for BGE. I know how 1 tree falling can disrupt the energy for an entire nieghborhood.
However.......
Last summer, and I can't remember which storm or hurricane it was, but a large tree in a wooded area behind our house fell, taking down 3 other trees. The power was out for days.
When the crews came out to cut branches that impinged on the power grid, I pointed otu a half dozen other trees which should be removed. They were also threatening to take down paower lines.
We have called repeatedly. Nothing done.

If people trimmed their own trees--or paid for a professional to do it--they wouldn't have to complain when BGE lopped off the branches OR when there was a storm. People are all for personal responsibility unless it actually costs them money. If a dead tree has been on your property more than 6 months and it falls and takes out power lines YOU should have to pay for the repair.

Any tree on your property by law is 100% your responsibility. (Reminds me of all those people who complain they don't want any government company on their property, yet a storm hits and they complain.) BGE's tree cutting policy they started last summer was designed to cut branches away from over head power lines on or off your property as long as a power line went over, through or in front of your property. Obviously with over 100K miles of roads and power lines twisting through our state it takes a long time to get to everyone to clear branches. (Another point...People tend to think BGE is a tree removal service, LOL)

The PSC allows BGE to recover any revenue lost on weather outages. BGE gets paid whether they fix your lines or not. Additionally, any cost of the repairs will be passed on the consumers - so if BGE reduces their repair crews to save costs and continually relies on higher priced outside contractors, we pay for that too. BGE practices are just as dangerous to the lives of Marylanders as any natural disaster. How many vulnerable persons are going to succumb to the heat while they wait for repairs? My in-laws (near 90 years of age and in fragile health) are not going to go to a "cooling center."

BGE did a super fine job, we lost power at 11pm Friday night. the boomers were so loud I though something blew up at BWI. The storm tracked from Martinsburg, WV through FC/MC/HC and finally through AA counties in under an hour. It was a nasty storm after three days of 100 plus degrees. Saturday after assessing the damage and getting help from others BGE said my residence would be restored at 830PM and dammit it was. They are professionals and know what they are doing. No firm can be held in contempt when trying to deal with nature. I have lived near the airport in Hanover for 16 years now, and I have lost service <10 times, most for <1hour. As long as I live here I will appreciate what BGE does for us.

Yesterday in the Reisterstown/Owings Mills area I must have passed 7 traffic lights out of order--and not ONE police officer directing traffic. These were dangerous situations just waiting for an accident, some at very busy intersections. At one point I saw a couple of cars cross a row of cones to get on 695 rather than go up and turn around (could hardly blame them--the traffic was killer--but it was dangerous) and two officers in a car drove by, looked at them and didn't do anything.

I'm wondering why there are so many negative people around here. My goodness everytime I get on here it's like a war on the Patch over little things. It's his fault no their fault MD Government. This or that or I hate this... Why live in Maryland if all you do is complain about the laws or the Governors or in this case BGE. There is a lot less BGE empolyees then their are residents in MD you can't expect them to stop what they are doing just because you called in a power outage too. A lot of us have no power you aren't anymore important then the next person calling them or the previous person before you. Storms are going to happen reguardless where you live so deal with mother nature it is no persons fault. Everyone needs someone to blame..if they aren't pointing the finger at someone else they aren't happy. Get over it! The darn trees looked like rag dolls Friday night because the wind was so strong just because the thunder and lighting was a bad as the wind doesn't mean it wasn't a bad storm.

My problem with raising taxes even higher is the excessive waste of the high taxes we already have. Fancy bridges over highways (York Road @ 695, Charles Road @ 695), huge walls all around all the highways in Maryland (they even have one protecting the parking lot of a church near Charles Street); fancy landscaping all along these walls, and then left to turn into weed infested plots; replacing the handicap ramps along the sidewalks near White Marsh Mall (there already were ramps. I guess somebody decided they weren't good enough); repaving streets that don't need it, while others are crumbling; in state tuition for illegals (not here yet, but coming; free health care, education, food stamps, housing assistance, etc. for illegals; free cell phones; food stamp abuse in general; I could go on forever. Stop the waste and inefficiencies and maybe people wouldn't mind paying a fair tax.

Being without power has been uncomfortable to this point. But the large number of retirees still living in Bowie will continue to have a tougher time of things.
The power outage combined with the issues both verizon and att are having with their cell and landline services make this a far more serious situation for those more inclined to need to call for assistance.
It's been a while since I considered returning to Sprint (whose cell service has worked through this event), and it's been even longer since I thought having a cb in the house (and my family's, and my older neighbors') was a good idea.
And 911 service going down around the area? Not good. Lots of opportunity for learning this weekend.

While nursing homes/assisted living homes do have generators they still critically need their power on. My mother's assisted living facility in CoIumbia has generator power only for the main areas - none of the rooms have any power or air and the place is stifling. My mother has a hospital bed that is electric and does not work and was in the upright position when power was lost. Just left there and there is no sign that power is going to be restored anytime soon. Very difficult situation for the elderly especially in this heat.

Sue you are correct. ManorCare had to ship is big generator from Florida to deal with their situation. It was dangerous. I was there. I hope others take appropriate action because this heat is not going anywhere soon.
I don't blame the workers. They are like the front line soldiers who risk their lives. Its the ones behind the corporate and government desks the are accountable. As I stated before this is not the first time a PSC company had problems and failed to address them. Plan ahead, we never know what is in store for us nowadays.

Anybody who says this storm was not that bad obviously has not walked or driven around. We did not lose our electricity but we TRIED to drive around and some areas look like a tornado went through. I don't it is fair to the people still suffering to minimize this storm. Furthermore, BGE usually starts to warn their personal 5 days prior to a storm. It is an unspoken requirement that you be available for storm duty - period.

Going to cook a few dozen ballpark franks on the grill today. Gonna put um on Martin's potato rolls and wrap them all separately in tin foil. Already have 4 cases of water. Then take um to the areas BGE, PEPCO and the Florida and Mississippi trucks are working hard and pass um out for free as a thanks for their hard work in this brutal weather. This storm formed in a few hours and was worst than a known hurricane, noreaster or bizzard; very much an rare anomaly!
And to those haters that can't deal with not having power for a few days: My 93 year old grandmother's power went out and she didn't even call me. So I called her on Saturday around noon to check up if she had power. She said in her exact words; "No power here. So I opened the windows and went about my daily business. I never had air in a house until 1985, and didn't have a refrigerator until the 50's. It was part of life just back then. Doesn't bother me at all. In fact, my gas oven still works so I just started cooking some bbq spare ribs for dinner."

I have 3 kids. My 3 year old son is Autistic, and has numerous health issues, one being that his body cannot regulate his temperature because he does not sweat. I bought a baby pool and he sits/plays in that as much as possible. He doesn't eat anything except banana yogurt and won't drink water, only milk. We have no power so we keep buying ice and keep his stuff in a cooler.
My husband works for BGE. He has been working for 27 hours straight as of 1:18 July 2. Those of you who blame the workers, f@"$ you. Our own house doesn't have electricity, yet he is out there trying to fix your houses. He doesn't sit around on his ass until an emergency happens, then scream for overtime.
As for those of you complaining about O'Malley--How about YOU come up with ideas, then run for governor yourself? Or perhaps you HAVE no good ideas, only sarcasm? Who cares if someone is a Republican or a Democrat, really? What matters the most is whether or not you are a good, decent person, not who you vote for.
I hope you all get power back soon, I really do. Maybe then my kids will get more that 30 minutes with their dad. I'm sure when that happens you'll find something else to complain about.

Steve, and other fact providers, thanks for your effort but it is obvious there are many resident troll propagandists here whose mission is to promote their knee jerk ignorance. Just like that Orwellian crap Fox "news" spews out, repeat the lies often enough and the idiots who can't think for themselves will believe it. Ronald Reagan and even George Bush (the senior) had some good independent thoughts on immigration and other topics the extremists now won't allow a reasonable, common sense approach to. The propagandists have taken over the Rebublicans and they like it that way. Much easier to repeat the sound bite sized lies than to actually locate, then read the data and think it through independently. People, be suspicious when somebody presents an opinion as a fact. Thanks for your sacrifice Ruby. My dad worked for BGE for 42 years. I can remember him leaving in the middle of the night and being gone or several days following storms. Like you, we were left in the dark but always made out fine. We didn't have AC and didn't watch much tv so it didn't matter. BGE might be mismanaged - I have no idea, but the people on the streets are working their asses off and risk their life every day. My dad had several of his friends killed or badly injured on the job. As for Omalley - he is a tool who has snowed the voters in MD with his pretty smile and pastoral rants. I'd take Bob E in a second.

FIFA. I don't think that they should be rewarded for breaking the law. Anyway you justify it that's what it is. Most would go back on their own if our politicians had the political will to pass laws - and enforce them - that make it too costly to a business owner that gets caught hiring illegals. If the jobs dried up, they would go back willingly. Besides, if we just let them stay, what will ever stop the flow of illegals. In another decade or so we'll have 11 million more. Why have immigration laws? The people coming over here and doing it the right way are fools. No. I believe there is no other solution to this, but to make it harder, not easier on anyone who makes the decision to break our immigration laws. And while the children of illegals are here, they are still illegal and the issue of tuition and any other issues that create difficulties for them should be the responsibilty of their parents who brought them here. To say 11 million illegals are too many to get a handle on and excuse them into work visas, or worse, a road to citizenship for breaking the law will only open the flood gates for millions more to break the law and wait for next excuse to just let them stay.

Yes FIFA - I would sent the kid who has been here illegally since 4 and graduated high school back to whatever country they came from - with his parents and anyone else here illegally - and not lose any sleep over this. Here is why - we are a nation of laws. When those laws are not followed, the penalty for breaking those laws must be enforced. Period - end of story. Rules for entering the country must be obeyed. When the boy was 4 and it was determined his parents were here illegally, they all should have been send back immediately.
We can either raise the bar, and have those entering the country legally be the ONLY way to enter the country, or we can lower the bar, and come up with the - we did not catch you, or those who were supposed to enforce the laws did not do their job, so we will let you stay here illegally. But sorry for those trying to come here legally, back to the end of the line.
Some things must be non negotiable, our standards must stay high.

A CNN article, for what it's worth (and 5 years old). "Very rough calculation" = "wild ass guess". Average length of detention 32 days? Send them back immediately! $1,000 per person to send them back? Not even if they are from the other side of the world, but most are from this continent. What is the cost of letting them stay?

Other stores, like Pep Boys, Pete's Cycle and other small businesses had plenty of generators in stock Sunday. I found some for family members and picked one up for myself. I didn't even bother calling the big box places; they always go out first.

I get such a charge out of the bellyaching I am reading here. Backbiting. Hatefulness. Blaming.
Fact is that most folks pay less than $10 a day for electricity. Oh, please hate me because I pay less than $6. And for that you get to pile your clothes in a washer, watch crap on TV, type insipid things online, go shopping only once a week, stay cool in an ungodly climate in an ill-designed but affordable house.
Go without it for 3 days and OMG and you are so, so taken advantage of, cheated, played for the fool...
