Carroll County Volunteer Emergency Services Recognizes Hall of Fame Award Recipients

Three individuals were recognized from around the county.

The Carroll County Volunteer Emergency Services (CCVESA) honored three long-time volunteer fire service professionals for their dedication to duty and service to their fire companies and the entire county in a recent ceremony.

Stephen Wantz, President of CCVESA, presented the Hall of Fame Awards to Richard Hooper, Norman Schaefer and Elizabeth “Libby” Luebberman. 

Richard Hooper is from the New Windsor Fire Company and has been a member of the fire company since 1966, according to a county news release. He is a second generation firefighter.

Norman Schaefer has been a member of the Reese Fire Company since 1973 and is the second of three generations in the fire service. 

"Libby" Luberman has been a member of the Sykesville Freedom District Fire Company since 1972 and was the first female firefighter in Carroll County.

Each of these recipients has "worked tirelessly for their fire companies to protect the citizens of Carroll County. They have held a variety of leadership positions and been extremely active members of the fire service community," according to a news release.

Commissioners Doug Howard, Haven Shoemaker and Robin Frazier attended the award ceremony. 

“The volunteer fire service is a vital part of our community," Howard said. "These men and women put their lives in harm’s way when they hear the call and Carroll County is proud of their diligence and dedication to duty."
