State Police Arrest Carroll County Mother For Death Of Her Child

Four-year-old Cassandra Jane Shipley died of a lethal dose of various drugs, according to police.

A Carroll County mother was arrested Friday for the death of her 4-year-old child, according to a Maryland State Police news release.

Paula Jane Shipley, 46, of the 1700 block of Mar Sue Dr. in Hampstead was indicted for second-degree murder, first-degree child abuse leading to death, manslaughter, neglect of a minor and reckless endangerment, according to police.

On March 21, 2013, Carroll County Sheriff’s Deputies were dispatched to assist emergency medical service personnel with a four 4-year-old child, Cassandra Jane Shipley, who was in cardiac arrest at the 100 block of Houck Road in Westminster, police said.  

The child was transported to Carroll Hospital Center where she was pronounced dead. 
 
Cassandra lived with her parents on Houck Road at the time of the incident. Autopsy results revealed Cassandra died of a lethal dose of various narcotic drugs and over-the-counter medications were also discovered in her system, police said.  

On Sept. 5, 2013, Paula Jane Shipley was indicted by the Carroll County Grand Jury. Shipley was arrested and taken into police custody. She is being held at the Carroll County Detention Center.
