Suspect in Eldersburg Double Shooting Indicted on 18 Counts

Jacob Bircher is scheduled to appear in Circuit Court in Carroll County on Sept. 14.

Police say the motive remains unclear in a double shooting in Eldersburg on July 13, but a grand jury determined that the suspected shooter will face 18 charges. 

According to court records, 24-year-old Jacob Bircher of Westminster was indicted on 18 charges Thursday including first-degree murder, second-degree murder and manslaughter. 

A shooting on Liberty Road in Eldersburg just after midnight Friday, July 13 left one man dead and one at Shock Trauma. Bircher, the suspected shooter, surrendered shortly after without incident in Westminster.

David J. Garrett, 36, of the 2100-block of Carmae Rd. in Sykesville was pronounced dead at the scene. Gary Hale, 25, of the 3500-block of Granite Rd. in Woodstock, was sent to Shock Trauma with a gunshot wound to the arm.

Bircher remains at the Carroll County Detention Center. He is scheduled for arraignment on Sept. 14 in the Carroll County Circuit Court.

Other charges Bircher faces include attempted first-degree murder, attempted second-degree murder, first-degree assault, second-degree assault, wearing/carrying a dangerous weapon with intent to injure, concealing a dangerous weapon and reckless endangerment.
