Two Arrested for Using Improvised Explosive Devices in Sykesville

Deputy State Fire Marshals have charged two individuals for using improvised destructive devices to damage property in the Sykesville area.

Blayne Cianci, 19, of Finksburg was taken into custody at his home Monday afternoon without incident, according to a news release. A sixteen-year-old male juvenile, of Sykesville, has also been charged.

The arrests stem from an early morning incident on Sept. 3 when investigators say the two manufactured in the Sykesville and Woodbine areas.

According to a news release, the destructive devices were created by using illegal firework materials which they then ignited and discharged inside of the items which were destroyed. The firework components were modified consumer fireworks, which even unmodified, are illegal for sale and use in Maryland, the fire marshal said.

Both Cianci and the juvenile have been charged with six counts of manufacturing and possession of a destructive device, six counts of malicious destruction of property, six counts of discharging fireworks without a permit, and six counts of possession of fireworks without a permit, according to a news release.

The juvenile has been released to his guardian pending further action by the Department of Juvenile Services. Cianci is being held at the Detention Center pending a bond hearing.
