Commissioners Join "Strategic Alliance," Hire Lobbyist

Carroll's commissioners spent $5,000 on a lobbyist as part of a new "strategic alliance" with three other counties.

Leaders in Allegany, Carroll, Frederick and Washington Counties announced the creation of the Maryland Rural Counties Coalition on Monday.

The alliance hopes to bring other rural counties into the fold with a goal of strengthening policy related standing in state government, according to a news release.

The alliance retained two legislative lobbyists. Carroll County and Allegheny County contributed $5,000 to retain William Miles while Frederick and Washington Counties contributed funds to retain Bruce Bereano.

According to a county news release, there are some remaining funds that will be used for a legislative reception to be hosted by the four counties during the next legislative session.

“This coordinated effort by counties with similar interests will serve a vital role in Maryland” said Carroll County Commissioner Doug Howard.

“By coordinating resources, sharing best practices, hosting public forums, reaching out to citizens and maintaining effective relationships with our respective Legislative delegations we will raise awareness on key issues that impact rural counties. Speaking with such unity on major, statewide policy issues will produce measurable results," Howard said in a news release.

President of the Frederick County Commissioners Blaine Young said that non-rural counties often stand together in the General Assembly, out-voicing rural counties.

“Our intent is to help balance the decision-making process in Annapolis so rural Maryland’s interests are strengthened and equated to the interests of non-rural Maryland. And this can only be accomplished by working together in partnership through a strong alliance between Maryland’s rural counties," Blaine said in a news release.
