County Seeks Input on Tier Mapping

The Carroll County Board of Commissioners will be hosting a meeting to discuss tier mapping in relation to sewage disposal systems per Senate Bill 236 (SB 236) on Thursday, Nov. 1.  

The meeting will begin at 7 p.m. at the Westminster Senior Center located at 125 Stoner Ave. in Westminster.

Through the efforts of the Maryland Department of Planning (MDP), SB 236 was approved by the Legislature, signed by the Governor and became effective July 1, 2012 according to a county news release.  

The law restricts residential subdivisions through the use of a system of growth tiers.  Tiers must be based on criteria outlined in the law and will determine the type of sewage disposal system allowed in a given area. The law also limits the number of lots that can be developed on individual septic systems in certain areas according to the release.  

If growth tiers are not identified by Dec. 31, no more than seven lots can be approved on a property until tiers are adopted.  

The Carroll County Board of Commissioners seeks community input on this topic.  The purpose of this meeting is not to debate the merits of the legislation, but to provide feedback that will help determine whether to: map the tiers before December 31, 2012, and if so, where to place the tiers, or wait for the next comprehensive plan update.
