Commissioners Plan to Talk Trash on Feb. 28

A solid waste forum is scheduled for Tuesday, Feb. 28 at Carroll Community College.

Carroll County officials and residents have been talking trash for a long time. In 2009, the previous board of Carroll County commissioners partnered with Frederick County in planning to build a waste-to-energy (WTE) incinerator. In its first year of office, the current board of commissioners did not formally discuss the WTE plans, which sparked community concern in both counties. The commissioners had a meeting date on their agenda at the end of January but it was postponed. The commissioners have announced plans to host a forum, on Tuesday, Feb. 28, to discuss solid waste needs and options and Carroll County. According to a news release, the commissioners do not intend to discuss the Frederick County WTE project at the forum. The forum …

Preliminary Budget Talks: County FY13 Expenditures to Include Takeover of More State Costs

The county will be responsible for some Board of Education costs previously funded at the state level.

The preliminary FY13 budget discussion during the Carroll County Board of Commissioners’ meeting Tuesday ended with the commissioners blaming Gov. Martin O’Malley for a state budget plan that requires the county to take over sizable state costs. An early look at the budget presented by Carroll County Director of Management and Budget Ted Zaleski shows a slight increase from FY12, with one of the biggest changes coming in the form of changes in what has to be paid by the county budget. The FY12 budget is $350.3 million, and the preliminary FY13 budget discussed by Zaleski is $353.7 million. Under Gov. Commissioner Roundup: Bonuses, PIO, Lobbyist

Patch has compiled a roundup of recent discussions and decisions by the board of Carroll County Commissioners. County Staff Bonuses Employees of Carroll County government received a pleasant surprise this week when they learned they would be receiving a one-time $500 bonus. According to Board President Doug Howard, close to $490,000 was paid out in bonuses to around 1,000 full-time and part-time employees. Howard said the funds were covered by money left in the budget from vacant positions. The money was already accounted for and no new costs were added to the budget he said. In addition to the bonus, county employees will also enjoy two addtional days off over the holiday season. "We have not been able to give raises in three years. We …

Junction Bailout in Dispute

The Carroll County commissioners granted Junction $6,500 to pay off outstanding bills.

In a brief action at a recent meeting, the Carroll County Board of Commissioners granted Junction, a substance abuse treatment facility, a $6,500 bailout of outstanding debt. A county health department official says that debt is part of an ongoing audit to verify accusations that Junction mishandled state grant funds. Larry Leitch, county health officer, said he was surprised that the board of commissioners Nov. 29 granted Kevin Dayhoff, Junction board member, $6,500, without debate and considering there is an audit in progress.  "I'm concerned about why they went ahead and voted to give him $6,500 out of my budget before they even asked me what the other side of the story is," Leitch said. Carroll County Commissioners Elect New Officers

Commissioner Howard was re-elected as the president of the board.

On its one-year anniversary, the Carroll County Board of Commissioners elected new officers, holding a vote at the end of its open meeting Tuesday. The commissioners needed a total of three votes to win elections for president, vice president or secretary. The results were as follows: The officers assumed their new roles immediately.
