14 Guns Surrendered in Westminster Gun Turn-In Program

A statewide gun turn-in program included three drop-off locations in Montgomery County, police said.

Fourteen guns were turned in at the Maryland State Police Westminster Barrack Saturday during a statewide gun turn-in initiative.  Maryland Attorney General Doug Gansler (D) said he initiated the event in February during the legislative swirl of gun control bills, The Washington Post reported. A restrictive gun control package for the state was passed by the Maryland General Assembly in April.  “This gives family members the opportunity to remove illegal and unwanted guns from the home that they fear would be used to harm themselves or others,” Gansler told the newspaper. The following weapons were collected, according to police: Detective Sgt. Tim Mullin of the Westminster State Police Barrack said that he thought 14 was a good number for…

Citizens Advocate for Education, Nonprofit Funding at Public Hearing

The board of Carroll County Commissioners will adopt its fiscal year 2014 budget on May 28.

Carroll County citizens asked the commissioners to reconsider funding for education and nonprofits in the fiscal year 2014 county budget at a public hearing Monday night. A majority of the 37 speakers asked the commissioners to flat fund county-supported nonprofits and/or to fund the public schools at the amount requested by the board of education.  In the proposed budget, seven nonprofits will see a 3 percent reduction in funding in fiscal year 2014 and a 5 percent reduction in coming years. Representatives spoke on behalf of Human Service Programs, the Youth Service Bureau, the Circle of Caring and other nonprofits asking the commissioners to flat fund all county-supported nonprofits. An email from Rape Crisis Intervention Services of …

Commissioners Say 'Rain Tax' Not Needed in Carroll County

Commissioners say they can fund maintenance and upgrade to facilities without charging citizens a tax.

In 2012 the Legislature adopted legislation requiring eight counties and Baltimore City to impose a storm water management fee, more popularly known as the “rain tax,” but Carroll County's commissioners say Carroll doesn't need it.  In 2013, the commissioners asked the Carroll County delegation to file legislation exempting Carroll from the tax requirement, according to a news release. The legislation was not passed out of the Environmental Matters Committee prior to the end of the legislative session. Del. Justin Ready, R-Carroll, said the legislation is over reaching and takes control away from local governments.  "I support sensible environmental protections and actions that will actually clean up the Chesapeake Bay. But, I do not …

Reminder: County Budget Public Hearing Tonight at Carroll Community College

Carroll County commissioners are scheduled to adopt a county budget on May 28.

The board of Carroll County Commissioners is hosting a public hearing this evening to hear feedback from the community on the proposed fiscal year 2014 county budget.  Last week local organizations and nonprofits put the call out for citizens to attend the public hearing and voice their concerns about the budget. Several nonprofits who will see a three percent cut in the proposed budget, including Human Service Programs of Carroll County (HSP) and the Rape Crisis Center, sent emails asking for support as they advocate for level funding.  "Please provide flat funding to all eleven of the nonprofits who provide direct services in our community," The Rape Crisis Center wrote in an email to community members. "At $88,000, it is a small price …

Just finished watching 5/7/13 commissioners meeting. Very frightening. Rothschild lost complete control of his temper, banging his fist on the desk and yelling. To think he has a conceal and carry permit with that kind of temperament is very scary. He make stuff out of whole cloth with his slant on the constitution and Howard called him on it. He was probably upset from the budget hearing last …   more ›

Two Sue Commissioners Over Christian Prayer

The residents say sectarian prayers are "divisive and exclusionary," and violate the First Amendment of the Constitution.

Two Carroll County residents are suing the Board of Carroll County Commissioners in federal court to stop the commissioners from opening meetings with Christian prayers.  The Board made references to “Jesus,” “Lord,” and “Savior” no less than 54 times, according to a complaint filed in federal court by Carroll County residents Bruce Hake and Neil Ridgely. Watch Commissioners meetings online. According to the complaint, filed in U.S. District Court, Baltimore, Wednesday, the prayers are “divisive and exclusionary,” and lead Hake and Ridgely to feel “unwelcome at Board meetings.”  Beyond violating the establishment clause of the First Amendment of the U.S. Constitution, the complaint also argues that the sectarian prayers are an affront to …
