But Wednesday morning she was all smiles as she received the Sylvia Canon Humanitarian Award at a breakfast ceremony. Sylvia Canon is a legend in the Carroll County nonprofit world, known for her dedication and commitment to serving those in need. She was the driving force behind the opening of Human Service Programs (HSP) 25 years ago. The Community Services Council created the Sylvia Canon Humanitarian Award in 2001 to recognize individuals who have had a significant impact in the Carroll County nonprofit community.
