Steve, the photo is listed in the Baltimore County Public Library catalog as having been taking in 1958 by Marjorie Miller at Perry Hall Elementary School. The original caption for the photo: "The Perry Hall Elementary School facade and grounds during the annual Spring Festival. Two Maypoles have been installed, with each of the seated school children holding one of the ribbons. "

http://www.marylandstatefair.com/index.cfm?page=about&id=11 1906 is probably the best answer, although the first fair held at the fairgrounds was indeed in 1879. (it's unclear through, whether or not they called it the state fair at that time.)

Jamie,
Both are resident groups. Greater Parkville Community Council, which meets at the senior center, is an umbrella group that represents Parkville, Carney and Cub Hill. The Carney Improvement Association (meets at Carney Elementary School) represents Carney; though anyone can attend either meeting.
The business group is called the Parkville-Carney Business and Professional Association.
Hope this helps!
Nick

Joyce,
You are correct, that typographical error has since been corrected. Thanks, Nick.
