New Windsor Man Dies in 2-Vehicle Collision Friday

Police said speed and driver error were factors in the accident.

A New Windsor man was pronounced dead at the scene and a Westminster man was treated for minor injuries at Carroll Hospital Center after a two vehicle collision on Rt. 31 Friday, June 14, police said.

According to police, a Dodge Journey attempted to pass a vehicle on the left on Rt. 31 west of Wakefield Valley Road Friday just after 11 a.m. While passing the vehicle, the Dodge Journey hit a Chevrolet dump truck, towing a chipper, head on. 

The driver of the Journey, 60-year-old Thomas Francis Carroll Sr. of Beth Way in New Windsor was pronounced dead at the scene, according to police reports. The driver of the dump truck, 42-year-old William David Null of Avondale Road was transported to Carroll Hospital Center and treated for minor injuries, police said.

Police said that alcohol is not a factor in the accident although speed and driver error are factors.

The investigation is ongoing by Trooper First Class C. Meekins of the Maryland State Police Westminster Barrack at 410-386-3000.
